*POSITION:*
• Replacement MMIS Project Scheduler

*SCOPE OF THE PROJECT:*
The Replacement Medicaid Management Information System (MMIS) project is
one of the largest IT projects for the State of South Carolina. It is a
multi-year effort to replace the State’s aging MMIS and related
applications with more modern capabilities along with corresponding
business operations services. The overall project is divided into multiple
efforts, including:
• INTEGRATION AND TECHNOLOGY / EDI
• DATA FOUNDATION / DATA LAYER DEVELOPMENT
• PROVIDER MANAGEMENT
• ANALYTICS
• ACCOUNTING AND FINANCE
• ADMINISTRATIVE SERVICES ORGANIZATION (ASO) – MEDICAL CLAIM PROCESSING
MODULE
• PHARMACY
• THIRD PARTY LIABILITY (TPL)
• MEMBER MANAGEMENT
These sub-projects and their individual project deliverables represent the
scope of the Replacement MMIS Project.

*DAILY DUTIES / RESPONSIBILITIES:*
The Replacement MMIS Project Scheduler is responsible for project
scheduling activities to support the development of a detailed
implementation schedule (DIS) for the entire scope of the RMMIS Program.
This effort has an aggressive timeline and exceptional planning, time
management, project management concepts and expert level MS Project 2013
skills are required. The DIS is scheduled for delivery to CMS in March 2016.

The activities for this assignment include but are not limited to the
following:

*Preparation/Scope:*
• Collaborate with RMMIS Project Leadership in determining new Integrated
Master Schedule (IMS) structure
• Outline functional areas to be built/elaborated
• Support the assignment of resource teams to each functional area
• Support the creation of high level WBS
• Support the creation of high level resource plan

*Estimates*
• Estimates – work with project team to produce one for each functional
area to be estimated
• Create list of Epics/Features or work streams and assist with
prioritization
• Support estimation efforts for each feature for hours and note special
skills
• Participate in peer review of estimates and document changes needed
• Participate in the Management Team review of estimates


*REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):*
• Expert or above proficiency in Microsoft Project 2013, previous versions
are acceptable for very experienced candidates
• 2+ Years consistent experience Microsoft Project Server 2013, previous
versions are acceptable for very experienced candidates
• Experience in project management support of major (multi-million dollar)
projects.
• Disciplined in SDLC
• Project resourcing
• Project estimating
• Integration of multiple large project plans into one cohesive
implementation schedule
• Project budgeting
• Earned Value Management / Project metrics
• Time Management

*PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):*
• Previous experience maintaining an IMS
• Knowledge of Medicaid or Commercial Medical Insurance
• PMP Certification
• Agile or Hybrid Agile project management concepts and application to
project scheduling
• MS SharePoint
• Excellent communications skills
