You should have a line in your include/config.in.php file with your
value for $path_to_citrus.
If your $path_to_citrus is correct, then the files you're checking to
exist, should be:
$path_to_citrus/tools/modules/customer/menu.php
$path_to_citrus/tools.php
$path_to_citrus/tools/modules/support/menu.php
Which, based on your error, should be:
/var/www/html/Billing/tools/modules/customer/menu.php
/var/www/html/Billing/tools.php
/var/www/html/Billing/tools/modules/support/menu.php
Where did you check for those files?
If you're not seeing them, you need to try again with the installation
instructions here -> http://citrusdb.com/help.html
