Edit billing tries to use the SSL url since it may have card data in it. This is probably because you don't have the $ssl_url_prefix configured correctly. If you are storing credit cards you'll want to enable SSL on your server and configure that ssl_url_prefix to use the https address. If you are not storing credit cards then you can set the ssl_url_prefix to be the same as the regular url_prefix.
