I've tried it with teTeX3 on Debian/unstable (CVS 20060425), and it works for me. Only suggestion I would make is to change `zhanl"ue' to `zhanl\"ue', then you will get the umlaut on the "u". Have you updated MikTeX? What version of CJK are you using?
