Well, I'm no Emacs wizard, but this seems to be the problem: you're using an Indian encoding. And AFAICT, Indian encodings do not support Chinese characters. Make sure that if you close and reopen your file when you switch encodings. The reason is that the Emacs *buffer* doesn't always have the same encoding as your real file. So reload your file and see what it gives. Best thing you do is to contact the Emacs mailing list, just like Werner said.
