Shiena, go ahead and get the large as it WILL fit under the seat. The large
is the most versatile size and will be more comfortable. Because the
carriers are soft sided, they collapse enough to fit under the seat
regardless of the size. The Sherpa bags in particular were designed to fit
underneath the airline seats (they were designed by an animal loving
ex-flight attendant) and were the first to be approved by all airlines for
in cabin use. I personally have travelled  by air several time using a large
Sherpa bag  to transport a  15 lb Cavalier and experienced no problems
whatsoever.
