Linking GPL programs to non-GPL-compatible libraries has always been a bit of a thorny legal issue. However, what is not debatable is that the copyright holder(s) of a GPL program have every right to make exceptions to the GPL. Of course, such exceptions should be documented somewhere prominent and be as legally tight as possible.


For example: In GNU Wget, the FSF gives permission for the program to be linked with the "OpenSSL" libraries. (The program can be built without the OpenSSL libraries, but is more functional with them.) This is quite a good example of an exeption to the GPL, and no doubt the FSF lawyers pored over the wording, so here it is in full:

``In addition, as a special exception, the Free Software Foundation gives permission to link the code of its release of Wget with the OpenSSL project's "OpenSSL" library (or with modified versions of it that use the same license as the "OpenSSL" library), and distribute the linked executables. You must obey the GNU General Public License in all respects for all of the code used other than "OpenSSL". If you modify this file, you may extend this exception to your version of the file, but you are not obligated to do so. If you do not wish to do so, delete this exception statement from your version.''
