I use
./configure --disable-clamav --enable-id-check --prefix=/cygdrive/c/clamav-devel-latest --with-user=Administrator --with-group=Administrators --sbindir=/cygdrive/c/clamav-devel-latest/bin


Sometimes a CVS snapshot fails to build on cygwin. If http://clamav.or.id/snapshot/clamav-devel-latest.cygwin.zip is fresh (e.g. it has today's date,
then the current snapshot (http://www.clamav.net/snapshot/clamav-devel-latest.tar.gz) builds OK on cygwin.
