ScanMail is not the only way to scan mail virus. Sure, clamav-milter relies on it, but there are other ways to use clamav without ScanMail option on.

Using external unpacker (like exim+exiscan) with it is a good example.

CGPav works as an external filter for CommuniGatePro (thus CGP). I'm using on my server. It seems to be working just fine. Up until recently I was using RAV. Then Microsoft bought up the intellectual property from RAV so that I can no longer get virus updates from RAV. Just for my own interest, I'm still running both CGPav and RAV with CommuniGate Pro in series. The e-mails first go to CGPav to be processed by Clamav and then if Clamav does not catch a virus loaded e-mail it goes on to RAV. So far I have not had a virus make it though Clamav.
The main point here however is that CGPav is only suitable for CommuniGate Pro mail systems. It relies on CommuniGate's external filter functions.
