That's very bizarre.  Where did those instructions come from?

Did you create a clamav user? (assuming you used source - the rpm should
create a user for you)

But anyway, freshclam and clamscan should be in either /usr/bin or
/usr/local/bin.  You should be able to do:

root# su clamav -
clamav$ freshclam -v
(nice output results)
clamav$ clamscan *
(list of clean/infected file follows...)
