Check if you created user clamav and change in clamd.conf (
/etc/clamd.conf)
=========================================
# Run as a selected user (clamd must be started by root).
# Default: disabled
User clamav
=========================================

then restart clamav-milter and clamd daemon

Regards,
Jurek
