But both work via the browser. Maybe a User Agent issue?

Same here. This is problematic for at least the openSUSE Build System, as it is impossible to submit packages when the source files can't be downloaded at least once from the origin servers. There is no control over the User Agent string in this case, so this is a showstopper.
