If you have any information about it, we'll be gratefull!
Perhaps you download too much from the same IP/network.
If you have multiple clients downloading clamav database, perhaps you should
use local update proxy, provided by Ubuntu package clamav-cvdupdate
and configure all those servers to use your proxy.
