I'm not the more appropiate for answers about clamav, but any program listed
at HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Run (also
at HKEY_CURRENT_USER, but then only for that user anmd probably with less
privileges, so it's not what you want) will be automatically run on windows
startup.
For resarting when closing my only guess is having another program checking
each X time if the program is running and if not starting it.
