Thanks to Nigel, who helped me clear this up. One of the default options set in clamd.conf is "MailFollowURLs Yes". If you change that to "MailFollowURLs No", the problem goes away. The delay is caused by clamd trying to load data from the URL in the e-mail message. The default configuration for the SOSDG version is "MailFollowURLs No", so that is why theirs works by default and the W32 version does not. I thought I'd report the solution back here in case any of you want to simply disable that feature rather than switch versions (which essentially solves this by disable the very same feature).
