This does SEEM to be the clamav-win32 list - maybe I am misunderstanding. Personally I can't get freshclam to run on the command line for lack of a conf file and I got the same error running clamscan at the command line - HOWEVER, that is because the database isn't there and clamscan doesn't know where it is.
This should work: C:\Program Files\ClamWin\bin>clamscan -d "c:\Documents and Settings\All Users\.clamwin\db" It sounds like Nigel is saying there is a separate clamav for windows in addition to ClamWin.
