I use the native Windows build at http://hideout.ath.cx/clamav, which does in 
fact have service mode support built in. If you run 
clamd.exe and/or freshclam.exe from the command line using the --install 
switch, it will install a Windows service for each of them. 
And it doesn't use Cygwin either! :)
