That would be fantastic.  To what Brian already said, I would just add that
you should try to contact the other developers who are working on
java.util.  (That would be at a minimum Stuart Ballard and Jon Zeppieri). 
That way you can make sure they aren't working on the same thing you are. 
There is still some work to do I believe.  When you have code to submit,
Paul Fisher can set you up with CVS access.
