In theory, www.opengl.org would be The Place. In practice,

archived news. www.arcana.co.uk keeps HTML mailing list
archives of the ARB/JavaGL discussion list, references
to the PowerPoint/Whatever slides and documents presented
to the ARB, and misc. FAQs. They announced to remove the
links on the 19th, but was still operational yesterday. There
is also an annotated FAQ/link list for all Java GL bindings
I am aware of.
ARB mailing list plus the Magician Programming Guide would be
as close as it gets. Allegedly SGI had nearly finished GL
bindings in 1997 and ran into Sun (obstruction, my personal
guess) regarding AWT/Swing integration. Their bindingshave
never ever surfaced to my best knowledge.
Mail me off list if you have trouble with the Arcana site.
I have copies of most stuff, and have negotiated with them
to put a copy up somewhere in case they remove it. The
magician mailing list will be around for some more month
(support of existing licenses) and is now officially a
proper place for requests liks this. Until Classpath
decides to adopt a free Magician clone, it will be off topic
here.
