I don't think so. Classpath uses GPL+exception and can be linked with proprietary applications. So someone could almost certainly distribute Classpath + org.omg.
You're right. I should have said "Free but aren't GPL+exception-compatible". I'm not sure whether such a thing is possible - if not, obviously the point is moot and we're just left with "free or not".
