Don,
The agent popup is controlled by the "Automatically popup" option and
depends on the Agent "Seeing" the server. Verify that the option is
checked by right-clicking on the agent in the system tray and looking
at the properties.
Second, if the login box is grayed out when you right-click on the
agent in the system tray, then that means it's having trouble
contacting the server, which is likely a personal firewall issue.
