What you are seeing is the basic Java/ActiveX control for L3 support.
That is not the web agent. For the web agent, you will have to login to
the standard authentication page and you will get a button that says
"Download the Cisco NAC Web Agent". This needs to be enabled just like
how you check "Require the use of Clean Access Agent" for regular agent
on the appropriate role.

Scenario: L2 Virtual Gateway with VLAN mapping trying to use the ActiveX
or Java NAC Web Agent. 

The CAS blocks traffic as it should before authentication.  I open a web
browser and the CAS intecepts the request and tells me the Web Agent is
loading.  It then presents me the standard authentication page.  I login
and if authentication passes I'm in.  There is no posture assessment
whatsoever even though I have check/rules/requirements configured.
After authentication I have full access to the network.  How do I make
posture assessment work with the Web Agent?  I've tried both the ActiveX
and Java with the same result.
