I think it may be the case that CCA checks for post service pack patches, and that Windows won't let you download them without the service pack.

The Cisco provided Checks did not require SP2 for a Very long time. (Someone check this, I don't even think SP2 is required now). I would imagine this would repeat for SP3. The WSUS requirement depends on what windows update does, or what your WSUS server is configured to do.
