This probably won't apply in your situation but we experienced the same symptoms a few months back but it had nothing to do with Clean Access. Our Trapeze wireless system (pre 7.x release) used a proprietary communications protocol between the AP and the controller. When we placed our campus Intrushield box (layer 7 firewall) in line we noticed these symptoms on most but not all clients. Removing the firewall and then upgrading our wireless system to a version that used industry standard protocols solved the problem.

Agent is NOT loaded at this point, client must get redirected to login web, pass authentication, then presented with link to download agent.
