If you have L2 Strict mode enabled on your CAS, and the agent cannot
detect your Mac address (or if you are actually behind an L3 hop) then
you will see the access blocked message.
This has become a problem with the 4.1.6 agent with Vista but I have not
seen it with 4.1.3.2.
