The user is getting checked for Virus and Virus Definitions but now Windows 
Updates that are mandatory.

The report show no check of Windows Updates.  Tac Case has been opened

Rogue Client occurs when the report passed back to the CAS doesn't match 
the requirement string sent by the CAS to the client.

As for a cause of that, not really sure. It would take correlation of 
the CAS and agent logs.
