First off the bug is marked incorrectly internally. It is actually going
to be fixed in a 4.1.7 release, so you will not have to upgrade your
hardware. I don't have a release date for 4.1.7, but I expect it soon.
As for the enable L2 strict mode workaround, that only works in
situations where the agent is attempting a login but fails with access
blocked by administrator. If the agent can detect any mac addresses
(wired nic) this will be the behavior you see. If your wireless
supplicant disables the wired nic, the agent cannot detect any mac
addresses and that is why the agent never pops up and the login fails.

We can't upgrade to 4.5 without upgrading our hardware, which we are not
currently budgeted to do. Excuse my language, but their solution is
absolute bullshit. We don't even use "Enable L2 Strict Mode"
