Is this getting blocked when installing the agent or just running it?  

I had an issue a while back where the CCA agent would not install due to the 
strict settings on McAfee anti-spyware. This user had adjusted the setting to 
the strictest mode. This blocked any software running from temporary folders. 
The CCA installer unpacks into a temporary folder and runs the files. I had to 
temporarily disable the anti-spyware to allow CCA to install. It was fine after 
that, though.

I am not sure if the installer still works this way, but it is something to 
check.
