--with-sysroot specifies the default sysroot for the compiler.

--with-build-sysroot=$root will add --sysroot=$root to a CFLAGS
equivalent. When building gcc for the final system we could optionally
pass --with-build-sysroot=${LFS} but, we don't need to because the
cross-compiler is already looking there.
