At one time they had /usr/lib/locate. I'm not that fussed where it goes, but I think that specifying lib64 instead of lib looks unusual. I'll leave whichever of the editors claims to be up to speed with the FHS to justify it or change it, I've never been bothered by /usr/libexec.
