This is right. The comments say that it keeps the compilation of binutils from using libraries on the host platform. I think it may also have an effect later when you migrate to the target platform, and use /tools as an intermediate step.

At this stage /tools/lib does not exist; however /cross-tools/lib does. Is it 
intentional that --with-lib-path points to a

if no: wee, I get to start all over ;)
