Sadly, this error is actually documented, both references;

  ApplicationHost Class

and

  ApplicationHost.CreateApplicationHost Method

in the .NET Platform SDK insist;

  Platforms: Windows 2000, Windows XP Professional, Windows .NET Server family

Because mod_aspdotnet is built on System.Web.Hosting, and that Microsoft
.NET framework is instantiated with the ApplicationHost class, I can't
envision a way to support the module on Windows 98.

Leaving this Reopened, classifying this as both a documentation and installer
bug - we need to indicate that the module isn't compatible with Windows 98,
and leverage the installer to warn end users who attempt to run the installer.

Any additional feedback is welcome if someone can find any details of how to
create an ApplicationHost context on Windows 98.
