Correct. In practical terms, I guess it is worth scheduling a time with infra to do the migration, so that you don't have to freeze your development for an indefinite period.

Correct. SVN is imported with the entire history, and there is no requirement to cleanup (L)GPL dependencies upfront (as they'll still exist in the previous versions).
