Sync ClickIDE and Click release cycles

I've noticed that with the move to Apache, Click release has caught up with 
ClickIDE. Actually Click is one version behind still.

I wonder if we shouldn't try and have Click and ClickIDE share the same release 
version?

This isn't a big issue because ClickIDE clearly indicates which version of Click 
it supports, but I thought the issue is worth bringing up.
