You have to override CheckList#render().

Other solution,
It would be possible to decorate <li> by JavaScript.
CheckList renders following HTML:

<ul id="form_name_ul">
  <li>
    <label for="name_0" class="checkListLabel">
    <input type="checkbox"  value="1" id="name_0"
name="standardList"/>Item 1</label>
  </li>
  <li>
    <label for="name_1" class="checkListLabel">
    <input type="checkbox"  value="2" id="name_1"
name="standardList"/>Item 2</label>
  </li>
</ul>

You would be able to pick <li> and insert <a> using JavaScript.
