You need to run tests and see for yourself. Clearly it depends on the size of the configuration as well. I know that we end up loading a very large click configuration (~2000 click elements) on a 200MHz mips device in approximately 1 second.
If super fast configuration changes are required, you should look at the hotswap write handler.
