The `BasicDirectoryModel/ConcurrentModification.java` test in #18109 usually failed with `OutOfMemoryError` on Windows because too many background threads were created and they couldn't complete contending on the COM thread. I saw more than 100 `BasicDirectoryModel.FilesLoader` threads in the debugger. With this fix, the test passes without OOME on Windows.
