There has been some discussion from time-to-time about the possibility of having Skara effectively default to `/reviewers 2` for certain areas of the code (hotspot, client, etc). It would need to be done in such a way that a "Reviewer" can lower it back to 1 (for backouts, critical build failures, problem listing, re-reviews for trivial changes, etc).
