This is not pattern matching in Clojure. It defines an alternative
arity version of the function so that (perms) would return [[]].

You need something like this:

(defn perms
  [xs]
  (if (seq xs)
    (for [x xs p (perms (removeFirst x xs))] (cons x p))
    [[]]))
