It doesn't seem related to either of those. It seems to be an SSL certificate issue, perhaps #1287? (which Phil closed saying "build it from source instead"). I guess I'm surprised the JAR cannot simply be downloaded via a browser - that would seem the easiest way for Windows users to get Leiningen upgraded, in the absence of wget / curl.
Phil mentioned something (in IRC? in the last thread about SSL problems?) about self-install not respecting HTTP_CLIENT early enough in the process and that was fixed (post-2.1.3) but I can't find a related issue for that. If what I'm seeing is related to that latter problem, then this should already be fixed and shouldn't be a problem with future upgrades - I just wanted to try to get confirmation of that before opening a new issue.
