Steve: Forgive me if this is obvious, but it's not clear from the thread if you are aware of this.
Windows XP has a file in the root directory of C: (it may be a hidden file; I can't remember) called boot.ini. That file tells Windows which partition that the XP installation is on. If windows was booting from the second partition in the original installation and you have now removed the Dell utility partition, then maybe it is now needing to boot from the first partition. In this case you would need to edit the boot.ini file accordingly.
