We have no problem to use 1.2.8-23-i686 on a PXE server. You'd better to check your boot parameters on PXE config file, make sure it matches the boot parameters in syslinux/syslinux.cfg of Clonezilla live 1.2.8-23. Or you can post your pxelinux.cfg for others to review.
