@smoser: Yeah this was wrong and broken originally. I just corrected it. The 
cloud-config examples docs were right so I left them alone. When we get 
jsonschema here, util tests can actually validate the examples provided for an 
additional checkpoint.

I'm having interesting interaction w/ multiple wrap_and_calls in >1  unit test 
and my existing mocks. I'll try to unravel that today so I can use 
wrap_and_call throughout.
