Re shadow, that is my main worry as well.
I didn't want to touch cloud.cfg so not to mess future updates and was hoping for an easy way out, maybe a cfg.d file with:
- !set-passwords

This is not for security btw, the module is misbehaving in certain situations (cloudstack + bsd guest) and needs taking over with custom scripting.
