Webservice will try to pull settings from the service.manifest file, but the best practice is to use a webservice template file <https://wikitech.wikimedia.org/wiki/Help:Toolforge/Web#Webservice_templates>. This is something all tool operators running a webservice should do, as it prevents you from forgetting parameters. With a service.template file, all you have to do is `webservice start`.
