Resolution: Invalid
VPC feature related labels and messages has L10N already in resource files of
Japanese and Simplified Chinese (which cloudstack currently supports).
They are from "label.configure.network.ACLs" to
"message.delete.VPN.customer.gateway" in messages_ja.properties and
messages_zh_CN.properties.
I'll attach the 2 resource files to this bug which should be the same as the
ones under your /client/WEB-INF/classes/resources/ (if you have latest code
from master branch)
