Netscaler resource change updates for autoscale.
1. Change binding monitor-servicegroup => servicegroup-monitor
2. Removing the "-global" parameter in bind timer trigger.
3. Change timertrigger => nstimer and timerpolicy => autoscalepolicy
4. set_threshold_size => set_threshold
PS:
Space changes are corrected in the resource file. Diff looks better when
white space differences are ignored.
