Unable to Expung user VM
Step to reproduce
------------------------------

1-Create advance zone->pod->cluster-> add kvm host
2-Create a compute offering with HA enable.
3-Deploy a vm using compute offering (which you have created in step 2)
4-Acquire new IP
5-Create Firewall,Port Forwarding,Load Balancing rule for vm(which you have
deployed in step 3)
6-Set value of expunge.interval,expunge.delay for few second to get quicker
response from MS and restart MS.
7-Destroy VM
