I think this isn't something that IAAS orchestration software like CloudStack
should do. There are many many tools out there that handle provisioning well -
cobbler,
crowbar,
razor (more recently),
Also bare-metal provisioning is partly done by CloudStack and likely will get
more improvements there. We should address any fixes that we do to this as a
part of that
