CloudStack needs test drivers that do the following:
Loads a plugin without CloudStack. Loads the tests that test the interface the
plugin supports. And run a set of tests to qualify the plugin satisfies how
Cloudstack will use the interface.
For example, for the networkelement interface, the test driver should be able
load any network element and establish the that the interface is set by the
network element.
This way, any plugin writer have some initial guarantee that their code works
the way as expected by CloudStack and they can go into final integration test
without causing much problems.
